(b)落实政府采购政策需满足的资格要求：强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策。

(c)本项目的特定资格要求：3、其他资格要求：
（1）本次磋商需要网上响应，供应商必须获得上海市电子签名认证证书（CA认证证书）；
（2）供应商具备有效的营业执照及有效的安全生产许可证；
（3）供应商具有水利水电工程施工总承包三级及以上资质；
（4）项目负责人具有水利水电工程专业二级及以上注册建造师执业资格；
（5）磋商响应截止之日前三年内，在政府采购活动中无不良行为记录；
（6）公司资产状况良好，具有履行合同所必需的设备；依法缴纳税收和社会保障资金，具有良好的商业信誉和健全的财务会计制度；
（7）法人依法设立的分支机构以自己的名义参与磋商时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面声明。法人与其分支机构不得同时参与同一项目的采购活动。
（8）供应商需承诺不存在请托打招呼等破坏市场公平竞争的行为。
（9）本项目是专门面向中小企业采购。
（10）是否允许联合体响应：不允许。        

(c)Specific qualification requirements for this program: 3. Other qualification requirements: (1) This negotiation requires online response, and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) The supplier has a valid business license and a valid safety production permit; (3) The supplier has a third level or higher qualification for general contracting of water conservancy and hydropower engineering construction; (4) The project leader has a registered construction engineer qualification of Level 2 or above in the field of water conservancy and hydropower engineering; (5) Within the three years prior to the deadline for negotiation response, there has been no record of any misconduct in government procurement activities; (6) The company's assets are in good condition and it has the necessary equipment to fulfill the contract; Pay taxes and social security funds in accordance with the law, have a good commercial reputation and a sound financial accounting system; etc        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
