产品。
3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品
清单中的产品。
4）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是
专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。
5）本项目不接受进口产品。        

(b)Qualification requirements to be met to implement government procurement policies: Policy on mandatory procurement of energy-saving products: Mandatory procurement shall be made for the items marked with "★" in the energy-saving product list published by the state.
Policy on encouraging energy conservation: Under the same conditions of indicators such as technology and service, priority shall be given to the procurement of products included in the energy-saving product list published by the state.
Policy on encouraging environmental protection: Under the same conditions of indicators such as performance, technology and service, priority shall be given to the procurement of products included in the environmental protection product list published by the state.
Implement measures for reserving quotas, increase the share of small and medium-sized enterprises (SMEs) in government procurement, and support the development of SMEs: This project is specifically for the procurement of SMEs. During the evaluation, no price discount shall be applied to the products of SMEs.

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加招标活
动）；
（4）具有市政公用工程施工总承包资质三级及其以上资质；
（5）安全生产许可证（有效期内）；
（6）投标人拟派项目经理的市政公用工程专业二级（含以上级）注册建造师执业资格，具备有
效的安全生产考核合格证书；
（7）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下
的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，
不得参加本项目的采购活动。        

(c)Specific qualification requirements for this program: (3) Must be a legal person or unincorporated organization legally established within the territory of the People's Republic of China (branch companies are not allowed to participate in the bidding activities of this project in their own name);
(4) Possess the qualification of Grade III or above for General Contracting of Municipal Public Works Construction;
(5) Hold a valid Work Safety Permit (within the validity period);
(6) The project manager to be assigned by the bidder shall have the qualification of Registered Constructor (Grade II or above) in the professional field of Municipal Public Works, and hold a valid Certificate of Qualification for Work Safety Assessment;
(7) Different suppliers where the legal representatives are the same person, or where there exists a direct holding or management relationship, shall not participate in the government procurement activities under the same contract; suppliers that provide overall design, specification formulation, or project management        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

政府采购云平台中的专栏有关内容和操作要求办理。 投标人应在投标截止时间前尽早加密
上传投标文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，
打印签收回执，以免因临近投标截止时间上传造成无法在开标前完成签收的情形。未签收的
投标文件视为投标未完成。
